Estonia Shortens Visa Appeal Window
Estonia has made a big change to its visa appeal system.
From July 18, 2025, anyone who wants to challenge a short-term visa refusal, cancellation, or annulment now has only 10 days to act, instead of the previous 30.
How the new process works:
- If your visa is refused or cancelled, you must file an appeal with Estonia’s Ministry of Foreign Affairs within 10 days.
- The Ministry then has 30 days to review your case and make a decision.
- If your appeal is rejected, you have another 10 days to take the matter to Estonia’s administrative court.
This means the whole system now runs on strict deadlines: 10 days to appeal, 30 days for review, and 10 more days to go to court if needed.
The new rules come from updates to three laws: the Aliens Act, the Code of Administrative Court Procedure, and the State Fees Act.
The goal is to:
- Speed up the appeals process
- Reduce delays and backlogs
- Give applicants faster answers
What should applicants do now?
If your visa application is denied, you’ll need to:
- Act quickly—submit an appeal within 10 days using the official form on the Ministry of Foreign Affairs’ website.
- Wait up to 30 days for a decision.
- If rejected, decide within 10 days whether to take the case to court.
What this means for travellers and migrants
- Tourists and business travelers now have less time to fix errors or challenge refusals.
- Migrants, especially those applying for humanitarian or family reasons, could face extra pressure since they often lack time, money, or legal support.
Estonia wants to make its visa system faster and more efficient, in line with wider EU efforts to modernize border controls. With the European Travel Information and Authorization System (ETIAS) coming in 2026, this move also hints at how appeals for future travel authorizations may be handled—likely with similarly short deadlines.
Estonia’s visa appeal process is now stricter but quicker. For applicants, it means faster decisions but also much less time to react.
