Latvia Tightens Immigration Rules Ahead of 2027 Changes
Latvia has approved a major overhaul of its immigration system, introducing stricter rules for foreign nationals as the country prepares for significant reforms due to take effect from 1 January 2027. The new legislation represents one of the most substantial changes to Latvia’s immigration framework in recent years and reflects wider efforts across Europe to strengthen migration management and border controls.
The reforms come as European Union member states begin implementing the EU Pact on Migration and Asylum, which officially entered into application in June 2026. Latvia’s new Immigration Law is designed to align national legislation with these new EU-wide requirements while addressing domestic concerns around security, illegal migration, and immigration oversight.
What Is Changing Under Latvia’s New Immigration Law?
- Stronger Border Screening Measures – Border authorities will have expanded powers to verify identities, assess security risks, and conduct additional checks on people entering Latvia.
- Tighter Controls on Residence Permits – Residence permit applications and renewals will face increased scrutiny, with greater emphasis on compliance with immigration rules.
- Increased Monitoring of Work and Study Activities – Authorities will have enhanced powers to ensure foreign workers and students comply with the conditions of their visas and permits.
- Enhanced Security and Biometric Checks – The law expands the use of biometric data and information sharing with EU databases to strengthen identity verification and security screening.
- New Return and Border Procedures – Latvia will introduce updated procedures linked to the EU Migration and Asylum Pact to manage certain categories of migrants more effectively.
Why Latvia Is Introducing These Reforms
Latvian officials say the reforms are intended to strengthen national security, improve migration management, and address concerns surrounding illegal migration and immigration fraud. The changes will also help align Latvia’s immigration framework with new European Union standards introduced under the Migration and Asylum Pact.
The new law reflects a broader trend across Europe towards tighter immigration controls, greater use of digital and biometric systems, and enhanced cooperation between national and EU authorities. For migrants, students, and foreign workers, this is likely to mean increased documentation requirements, more detailed checks, and closer monitoring of compliance after arrival.
