UK–EU Youth Visa: Fees Disagreement Could End Negotiations
Talks between the United Kingdom and the European Union on a post-Brexit youth mobility scheme are close to breaking down, with both sides divided over university tuition fees for EU students.
The proposed scheme would allow young people to live, work, and study across borders, similar to existing UK agreements with Australia and New Zealand. However, negotiations have stalled as the EU pushes for reduced tuition fees, while the UK insists on keeping costs aligned with international student rates.
At the core of the dispute is a trade-off. The UK wants a capped, time-limited visa scheme, while EU countries are demanding lower fees for their students, some even calling for discounts to apply to all EU nationals, not just participants in the scheme. UK officials have rejected giving EU students access to domestic tuition rates, citing high costs.
A possible compromise is being explored, where EU students would pay less than international fees but more than UK students. However, this could leave universities underfunded and require government support.
The talks are part of wider negotiations following a UK–EU reset led by Keir Starmer and Ursula von der Leyen, covering areas like trade, energy, and defence. Youth mobility has become a key bargaining point as both sides try to rebuild ties after Brexit.
Meanwhile, new EU border systems are adding pressure. The Entry/Exit System (EES) is being rolled out, with full implementation expected by April 2026, while the European Travel Information and Authorisation System (ETIAS) is set to launch later in 2026. Without a deal, UK travellers will face stricter entry rules, including pre-travel authorisation for short stays.
If negotiations fail, current restrictions will remain, limiting opportunities for young people. But if a compromise is reached, it could reopen pathways for work, study, and travel between the UK and the EU.
With a mid-2026 deadline approaching, the deal now hangs in the balance on whether both sides can agree on visa limits and tuition costs.
