UK Aims to Attract Global Talent with Easier Visa Routes

The UK government has released a new industrial strategy focused on growing the economy by attracting more skilled workers and researchers from around the world.
As part of the new plan, the UK aims to make it easier for highly skilled individuals—especially those in fast-growing industries—to come to the country.
This includes:
- Expanding the High Potential Individual (HPI) visa: This visa is for graduates from top-ranked universities outside the UK. The government plans to double the number of eligible universities by the next academic year, giving more international graduates a chance to apply.
- Improving the Global Talent visa: This visa is for researchers and professionals who show exceptional promise in fields like science, engineering, and the arts. The government will make the visa more accessible and increase the number of fellowships that lead to eligibility.
- Encouraging entrepreneurship: The strategy also supports international students already in the UK who want to start their own business. They may be able to apply for the Innovator Founder visa more easily.
The government has stated that this initiative will not impact overall net migration, which measures the difference between the number of people entering and leaving the UK.
A New ‘Talent Taskforce’
To help bring top international talent to the UK, the government will create a special task force.
This group will:
- Report directly to the Prime Minister and the Treasury.
- Act as a support team or ‘concierge service’ for top global talent.
- Work with British embassies and UK communities abroad to reach high-potential individuals.
- Identify how the UK can improve its offer to become more attractive for international talent.
Funding to Attract the Best Minds
To support this initiative, the UK government has announced a £54 million fund to attract 10 world-class researchers and their teams to move to the UK. This fund will cover relocation and research costs for five years.
The government will continue the Higher Education Innovation Fund (HEIF), which provides £280 million to UK universities for research and innovation projects in 2024/25.
The UK wants to stay competitive in industries like artificial intelligence (AI), life sciences, and advanced manufacturing. To do that, it needs both local and international talent. Universities play a key role—not just in educating people, but also in driving research and supporting business growth.
Experts have welcomed the government’s plan but say the UK still needs to address high visa and immigration costs, which can discourage international applicants compared to countries like the US or Australia.
