US to Sell $5 Million ‘Gold Card’ Visas Under New Plan

US President Donald Trump has announced a new “gold card” visa program, offering permanent residency to affluent foreigners willing to pay $5 million.
Speaking at the White House, President Trump described the scheme as providing “green card privileges plus” and a “pathway to citizenship” for those who purchase the card.
“Wealthy individuals will come to our country through this program,”
“They’ll be successful, they’ll spend a lot of money, pay taxes, and create jobs.”

Howard Lutnick, the US commerce secretary, who joined Trump in the Oval Office, said the “gold card” will replace the EB-5 visa, which previously granted residency to foreign investors. Unlike EB-5, the new program requires applicants to pay the $5 million fee directly to the US government. “They will, of course, undergo vetting,” Lutnick added.
While many countries offer residency or citizenship by investment, these schemes have faced criticism over security risks, corruption, and tax evasion concerns. A 2023 OECD report warned that such programs, while boosting foreign investment, also attract criminals and corrupt officials seeking to launder illicit funds.
It remains unclear how the government will determine eligibility, whether any groups will be excluded, or if there will be a limit on the number of visas issued.
Trump’s surprise announcement came ahead of schedule, as his administration continues its crackdown on undocumented immigration and carries out mass deportations—a key promise from his campaign.
