Romania’s Path to the US Visa Waiver Program Stalled

The United States (US) has announced a delay in Romania's long-anticipated entry into the Visa Waiver Program (VWP), a move that had been expected to take effect by the end of March 2025.
The US Department of Homeland Security (DHS) confirmed the pause, citing the need for further evaluation of Romania's compliance with the program’s strict security requirements. However, no timeline has been provided regarding when the review will be completed or when Romania might officially join.
Romania has been working towards inclusion in the VWP for years, aiming to join the ranks of most European Union countries that already enjoy visa-free travel to the US. While its accession was announced in January under the Biden administration, this recent setback leaves Romania, along with Bulgaria and Cyprus, among the last EU member states still requiring visas for short-term visits to the United States.
Romanian Prime Minister Marcel Ciolacu has downplayed concerns about the delay, describing it as a “strictly technical measure.” He reassured citizens that Romanian authorities would use this period to cooperate with US officials and address any outstanding security concerns.
What’s Next for Romania?
Romanian officials remain optimistic that the delay will be temporary. The government plans to continue diplomatic efforts with the US to ensure that all security requirements are met.
For Romanian travellers, however, this means that the existing visa process remains in place for the foreseeable future. The hope remains that Romania will soon meet the necessary criteria to join the Visa Waiver Program, granting its citizens easier access to the United States.
