Liverpool Adds Tourist Fee in 2025

Liverpool, the vibrant city in northwest England famous for The Beatles and its legendary football culture, is the latest UK destination to introduce a tourist tax.
Starting in June 2025, visitors staying overnight in hotels and serviced accommodations will be charged a £2-per-night fee. The levy will be added to guests' bills at checkout and collected by local establishments.
The decision follows a vote by local hoteliers in consultation with the Accommodation Business Improvement District (BID), a body representing 83 hospitality businesses. The plan is expected to raise £9.2 million over two years, with roughly two-thirds of the funds going into a subsidy pot to support and grow Liverpool’s tourism sector.
Boosting Tourism and Local Investment
Bill Addy, CEO of the Liverpool BID Company, described the tax as a tool to “turbo charge Liverpool’s tourism and visitor economy,” making it more competitive for hosting major international events. He noted that similar schemes across Europe inspired the move, with hopes that it would transform overnight stays into long-term economic gains.
Marcus Magee, Chair of Liverpool’s Accommodation BID, added that this initiative allows the local hospitality sector to play a bigger role in shaping the city’s future as a top visitor destination.
While Manchester already has a similar fee in place, and Scotland has passed legislation allowing local authorities to implement one, cities in England still require special processes and business cases to introduce such levies.

Liverpool City Councillor Harry Doyle called the introduction of the visitor levy “a great vote of confidence in the growth of our successful visitor economy.” He thanked the local businesses for their support, noting the move will help fund major events, create jobs, and benefit the wider community.
