National “No-Fly” List For Unruly American Passengers
The United States is considering implementing a nationwide “No Fly” list for violent passengers.
Three US Senate and House members put the bill forward for a Protection From Abusive Passengers Act.
This new legislation would mean the Transportation Security Administration (TSA) could ban passengers who have been convicted or fined for assaulting or interfering with airline crew members.
The act would be different from the FBI’s No Fly List, which is used to prevent people known as or suspected of being terrorists from boarding an aircraft.
Airlines have private lists of banned passengers, but these are not currently shared with other carriers or made public. The proposed law would just provide a formal process for companies and authorities to work together to develop a cohesive list of those bad actors.
The new measure was introduced by Sen. Jack Reed, D-R.I., and Reps. Eric Swalwell, D-Calif., and Brian Fitzpatrick, R-Penn.
Why There Is A Need For “No-Fly” List
Similar legislation failed to get a hearing in Congress last year.
Supporters of the bill hope their chances have improved because of high-profile incidents that have happened since then.
Last year, more than 2,300 incidents involving disruptive passengers were reported to the Federal Aviation Administration. Some 823 incidents subsequently led to investigations due to their severity. Although the investigated incidents were lesser in 2022 than in 2021, it is still higher than the number of reports before the COVID-19 pandemic began.
In November 2022, a woman forced an emergency landing onboard a flight from Houston to Ohio after biting a passenger.
In March this year, a passenger was arrested after allegedly stabbing a United Airlines crew member with a spoon.
