Ireland Allows Foreigners to Travel With Expired Residence Permits Until 31 January
The Irish government recently announced that foreign nationals will be eligible for an Irish Residence Permit card extension due to a processing backlog.
According to the statement, all foreign nationals with expired residence permits who have pending renewal applications are eligible to travel following a Travel Confirmation Notice from 9 December 2022 until 31 January 2023.
It has been confirmed that this rule applies to all nationals from countries outside the European Economic Area who made a request for the renewal of their residence permits before their expiry date of residence permits.
“To facilitate Non-EEA Nationals legally resident in the State who are required to renew their current permission and who wish to travel internationally during the Christmas period, the Minister is issuing a Travel Confirmation Notice requesting carriers to allow individuals to travel on their recently expired IRP card where an application to renew their IRP card was submitted in advance of the expiry date of their IRP card,”

Application Delays
The Immigration Registration Office in Dublin is facing delays of at least six weeks for Residence Permit renewal cards.
Applicants should expect to wait an additional two weeks to receive the new Irish Residence Permit (IRP) card after completing the renewal process. Once the renewal application has been approved, authorities will send an email to the applicant. This email can be used as proof of registration while the applicant waits for their new IRP card.
Foreign nationals are not allowed to stay in the country on an expired IRP card if they have not made any effort to renew it.
“It should be noted that this currently only applies to residents of County Dublin. Those whose permission expired prior to submitting a renewal application will likely be considered to be out of status,”

Those who need to travel need to print a copy of the notice and present it to authorities along with their expired IRP card, and proof of renewal application.

Authorities in Ireland are continuously attempting to manage the current situation and reduce the processing time of applications.
